Brightmine: UK pay awards stuck at 3% as real-terms pay cuts return
The News
UK pay awards look set to remain flat at a median 3% through to August 2027, according to Brightmine's pay forecast analysis reported by Personnel Today on 24 September 2026. The median basic pay award held at 3% for the second consecutive rolling quarter to the end of August, with 71% of forecast settlements clustered between 3% and 4%. That median now sits below every measure of inflation — CPI hit 3.1% in the year to August 2026 — meaning a real-terms pay cut for most workers. Affordability is the dominant downward pressure, cited by 66% of the 261 organisations surveyed, followed by increased employer National Insurance contributions (37%). Brightmine's Sheila Attwood said pay growth has settled at 3% with "very little reason for that to shift significantly in the medium term."
Why It Matters
A flat 3% award against 3.1% inflation changes the arithmetic of retention and attraction. TA leaders who have leaned on salary moves to win offers and hold talent will find that lever has gone blunt — real-terms pay is falling, and the budget for counter-offers is thinning. Brightmine's wider forecast signals where the slack is being taken up: around a quarter of organisations expect to reduce hiring over the next 12 months, and close to a third plan to increase skills-based hiring to compensate. The implication for a TA leader is direct — if you cannot move on money, the offer has to win on role design, progression and skills development, and your sourcing has to lean harder into non-graduate and skills-first channels.
Taking Action
All action is situated in your corporate context. These are starting points, not prescriptions — choose what fits.
Connect
Who to talk with in your enterprise
Speak to your head of reward or total rewards: confirm what pay award your organisation is modelling for 2027 and whether recruiting managers have been told the envelope, so offer expectations are set before they create problems at offer stage. Then talk to your talent acquisition sourcing lead about whether your pipeline strategy is built around the channels — internal mobility, skills-based hiring, apprenticeships — that a constrained pay environment rewards.
Inspect
What to take a closer look at
Pull your offer acceptance rate and average time-to-fill against the pay award your organisation actually settled on this year. If acceptance rates are softening while the award sits below inflation, the problem is not your sourcing — it is that your offer economics are no longer competitive, and no amount of candidate volume will fix that.
Reflect
What to think about more deeply
If pay can no longer carry your employer value proposition, what exactly is left to offer — and is it something you can actually deliver, or just something your careers page claims?
