AIHR report: HR capability demand is shifting faster than functions can adapt
The News
AIHR released its annual HR Trends 2027 report on 22 September, identifying 11 major shifts changing work and the HR function. Drawing on US labour data from 162,000 HR job postings (in collaboration with Revelio Labs) and surveys of 334 HR teams, the report finds demand for Organisation Effectiveness Specialists rose 65.4% while HR Administrator roles fell 29.6% and HR Service Desk roles dropped 38.3%. While 65% of HR teams show strong AI buy-in, only 30% have a clear purpose, expected value and relevant use cases for the technology, and just 29% are confident they have the data, tools and infrastructure to support AI at scale. Sixty-four percent of HR functions changed their operating model in the past two years, yet only 19% report a clear division of responsibilities across HR business partners, centres of excellence and shared services.
Why It Matters
For TA leaders, the sharpest signal is the capability gap. AIHR estimates 59% of HR payroll sits in role families with more than 100 available professionals per opening, while HR Technology and People Analytics together account for just 1.9% of payroll despite being among the tightest markets. The report argues that as routine entry-level work narrows, the traditional pathway that built HR business context and judgment is eroding — which is awkward, given that judgment is the capability the market now values most. With 51% of leaders citing administrative load as a strategic barrier, TA functions that cannot redirect capacity toward analytics and transformation will struggle to keep pace with what the business now expects of them.
Taking Action
All action is situated in your corporate context. These are starting points, not prescriptions — choose what fits.

Who to talk with in your enterprise
Talk to your head of HR operations about where your team's payroll and headcount actually sits — the AIHR data suggests many organisations are over-invested in administrative capacity and under-invested in the analytics and technology roles the market now rewards. Ask your talent analytics lead whether your function has a defined AI use-case catalogue, or whether adoption is running ahead of purpose.

What to take a closer look at
Audit your TA team's AI readiness against AIHR's three-part framework: do you have a clear purpose and expected value for each AI tool, the data and infrastructure to support it at scale, and the skills to redesign work around it? If the answer to any one is no, you are likely in the majority buying in without a plan.
Reflect
What to think about more deeply
If the capabilities that create value in HR are shifting toward judgment, transformation and analytics, why does most of your payroll still sit in administration — and what is the plan to close that gap before the market closes it for you?
