Three-Quarters of UK Recruitment Teams Now Hire Direct, Squeezing Agency Budgets

Personnel Today · 2026-08-07

Only 22% of UK recruitment teams now rely on external agencies for hiring support, according to The Talent Labs' 2026 Recruitment Agency Trends Report. The research found that 78% of companies surveyed operate primarily through direct hiring, and 42% have reduced agency usage over the past two years. Where agencies are still used, it's overwhelmingly for hard-to-fill or specialist roles (32%), access to hard-to-reach candidates (28%), and market intelligence (21%). The report notes that many organisations invested heavily in sourcing technology and AI hiring tools after the pandemic hiring spike, and are now under pressure to justify those investments as demand softens.

This isn't just another survey about budgets. It's structural. The shift from agency-led to direct hiring mirrors what happened in marketing when in-housing decimated agency retainers a decade ago. TA leaders who built internal sourcing and employer brand functions over the past three years are now being asked to prove ROI — and in many cases, they can. The report flags that agency relationships are consolidating into fewer, deeper partnerships: 29% of organisations now operate niche preferred supplier lists, and only 19% have no formal agency structure at all. The agency model isn't dying, but it's being pushed to the margins — specialist roles, market insight, hard-to-reach talent — and the margin is where the margin is best.

All action is situated in your corporate context. These are starting points, not prescriptions — choose what fits.

Who to talk with in your enterprise

Your head of talent operations — ask for a breakdown of agency spend by role type over the last four quarters. How much of it went to roles that were eventually filled through other channels? Your procurement or finance partner — if you're consolidating agency relationships, this is the time to renegotiate terms, not just reduce volume.

What to take a closer look at

Run a source-of-hire report for the last 12 months, broken down by role level and function. If agency spend is concentrated in roles where internal sourcing has a track record of success, you're likely overpaying. Also check your preferred supplier list: are you tracking fill rates and time-to-fill per agency, or just negotiating on fee percentages?

What to think about more deeply

When every TA team is going direct with the same LinkedIn Recruiter seats and the same AI sourcing tools, what's your actual competitive advantage in finding people the other 78% can't reach?
