ADP Pulse: US Private-Sector Hiring Slows for Fourth Straight Week

ADP Research · 2026-07-27

ADP Research's NER Pulse, released 21 July, reports US private employers added an average of 16,500 jobs per week for the four weeks ending 4 July 2026 — down from 19,250 the prior week and 40,750 in early May. Hiring has slowed for four consecutive weeks. The NER Pulse, produced in collaboration with the Stanford Digital Economy Lab, uses a four-week moving average of anonymised payroll data from over 26 million US employees. The monthly ADP National Employment Report for June, released 1 July, showed private sector employment increased by 98,000 jobs with annual pay up 4.4%. The next full NER report is scheduled for 5 August.

A drop from 40,750 to 16,500 weekly job additions in two months is a steep deceleration, even allowing for seasonal patterns. ADP's high-frequency data tends to lead the official BLS payroll numbers by a few weeks, so this softness may foreshadow a weaker July jobs report. For TA leaders operating in the US market, the signal is that demand-side momentum is fading — not collapsing, but clearly cooling. If your hiring plans assumed the second half of 2026 would match Q1 volumes, the data suggests otherwise. The combination of slowing hiring, low quits (per Indeed's JOLTS analysis), and steady unemployment means the labour market is settling into a low-churn equilibrium where employers hold the cards but aren't playing them aggressively.

All action is situated in your corporate context. These are starting points, not prescriptions — choose what fits.

Who to talk with in your enterprise

Your head of talent acquisition: The four-week hiring deceleration should trigger a pipeline review. If open reqs are taking longer to fill, determine whether it's a demand-side slowdown (fewer reqs being opened) or a supply-side issue (roles are open but harder to fill). Your finance partner: If ADP's trend holds through August, your FY2026 hiring budget may not be fully deployed. Confirm whether unspent headcount budget will roll forward or be clawed back.

What to take a closer look at

Pull your weekly job posting volume and application rates for the last eight weeks and overlay them against the ADP NER Pulse trend. If your internal data mirrors the national deceleration, flag it to leadership before they're surprised by the August BLS report. Also check your time-to-fill trends — if they're lengthening despite fewer openings, your screening process may be the bottleneck.

If the labour market is cooling but your hiring plans haven't changed, are you adjusting to reality or waiting for reality to adjust to your spreadsheet?
