“Low Hire, Low Fire” Is the New Baseline — Lean Teams and AI Reshape TA Economics

SHRM · 2026-06-05

The constrained hiring environment that defined 2025 is not a temporary pause — it is the new operating reality for most employers in 2026, according to SHRM’s feature analysis of TA trends. “The ‘low hire, low fire’ environment isn’t temporary,” said Johnny Campbell, CEO of Social Talent. “It’s the new baseline.”

The structural shift has multiple causes. Many CEOs entered this cycle believing AI would unlock productivity gains large enough to justify leaner teams — and in many cases, they were right. Campbell noted that companies which survived the volatility of 2025 have proven that “lean plus AI works.” Those organisations are not backfilling roles or staffing up in anticipation of growth.

Every hire that gets approved now must be business-critical. Smaller hiring plans mean fewer requisitions, longer approval cycles, and far more scrutiny at the offer stage. Jamie Kohn, senior director at Gartner, summarised the dynamic: “There’s less hiring, but the hiring is more strategically critical.”

This structural shift has direct implications for how TA leaders justify technology investments. When hiring volumes are down, the traditional ROI case for TA tech — more hires faster, lower cost-per-hire through scale — doesn’t land the same way. The pitch has to change from “this tool helps us hire more people” to “this tool helps us hire the right people, with fewer people on the TA team.”

The other implication is that TA teams themselves are not growing. If anything, they’re shrinking relative to hiring volume. Every tool purchase needs to come with a clear productivity multiplier. If a new AI screener can’t demonstrate that it saves at least one full-time equivalent’s worth of recruiter time, it’s a hard sell in the current climate.
